The Ministry of Harbours & Railways is one of the new ministries created by the Government of Ghana in April 2003 to handle infrastructural development and service delivery for the maritime and Rail Transport sub-sectors and to complement the other modes of transport for socio-economic development.

The ministry is considered to be of strategic importance due to the fact that over 90 % of Ghana’s International Trade upon which the country’s development is dependent is sea borne and carried through the main commercial seaports of the country at Tema and Takoradi.

The Ministry's vision in respect of the railways system in the country hinges on making the system the cheapest, most efficient and safest transport mode with improved capacity and extensions to most parts of the country including the North in order to effectively serve as a prime mover of national economic development.
