The expectation of a bulk-haulage regimen particularly of rail is that transport costs would be reduced leading to competitiveness on the local and international markets. The Railway system, if it is well developed has the potential of effectively opening up the hinterland of the country to serve as the prime mover of the country's economic growth since it will turn out to be the cheapest mode for the movement of goods and people.

The formative mission of the Ministry therefore is geared towards the planning and formulation of policies for the ports and railways sub-sectors and other related sectors such as inland water transportation and maritime training, among others. The Ministry is providing an effective regulatory framework which will provide direction and focus to enhance safe and efficient operations of these sub-sectors, to serve as a catalyst for the attainment of the national objective of the Golden Age of Business.

In the light of the above, the Ministry of Ports, Harbours and Railways is working towards a vision to transform the two commercial seaports into hub-ports in West and Central Africa and develop the other related maritime sectors of the country in order to make Ghana the fulcrum of Maritime business at world-class level.

The Ministry's vision in respect of the railways system in the country hinges on making the system the cheapest, most efficient and safest transport mode with improved capacity and extensions to most parts of the country including the North in order to effectively serve as a prime mover of national economic development.
