To pursue the envisaged policies the following objectives have been identified with set targets:-
- To ensure that the configuration and layout of the commercial seaports and their infrastructural facilities are developed to meet the requirements of Hub-ports by 2005.
- To ensure that all port operational bottlenecks including ships and cargo clearance are removed by the end of 2004
- To ensure that the ports are extended to satisfactorily service the three major hinterland countries such as Burkina Faso , Mali and Niger , among others
- To ensure that the level of synchronized development between the port and inland transport network such as the railways and inland waterways is improved by 80% with good logistics management in the transport chain by 2005.
- To ensure the development of a National Port Development Plan (NPDP) to provide a road map for port development and expansion by the end of 2004.
- To ensure the implementation of an open-door policy of the Ministry to encourage private sector investment in the various sub-sectors of the Ministry particularly investment for the establishment of indigenous private shipping lines.
- To promote the engagement of about 90 Ghanaian seafarers on foreign ships and ensure their welfare in pursuit of the general poverty reduction strategy of Government by 2006.
- To ensure maximum safety of transportation on the Volta Lake to a level where accident reports will be reduced by 90% by 2005
