The port environment is dynamic with future uncertainties. This is due mainly to competition and changing port technology. With the growing competition among ports the captive hinterland of ports is not static. This is the same for the railways, albeit to a lesser extent.

The Ministry's strategic vision and strategic management is thus critical for its successful performance. This gives the Ministry a purposeful direction and focus. As a new Ministry with an evolving strategic vision we cannot accept perceived historical success of the organizations it supervises.

Based on certain Cabinet initiatives the Ministry has identified a number of strategic measures to be taken in the short, medium and long term in order to achieve its objectives.

These measures include the following:

  • Prepare comprehensive national ports, shipping and railways development plans.

  • Prepare draft regulations and laws on port privatization to facilitate private sector investment in port operations.

  • Concession out of the operational aspects of the railways.

  • Hold regular discussions with our development partners to obtain funding for the development of ports and railways infrastructure.

  • Adopt the option of Build Operate and Transfer (BOT) Maintain Operate and Transfer (MOT) for the development of ports and railways infrastructure.

  • Seek donor assistance and loan facilities in order to fund the procurement of modern river crafts for use on the Volta Lake to improve safety of transportation on the Volta Lake .

  • Organize regular inter-ministerial and agency meetings to ensure the removal of bottlenecks associated with port and cargo clearance.

  • Embark on promotional trips abroad to encourage foreign ship owners to engage qualified Ghanaian seafarers.
  • Undertake regular performance appraisal of the organizations under the Ministry.
